Overview

The Early Childhood Comprehensive Systems (ECCS) Grant is an opportunity to build state capacity and infrastructure to integrate and strengthen maternal and early childhood systems. Its particular focus on the P-3 period offers the opportunity to reach and support families during the earliest stages of parenting.

The ECCS Grant creates an opportunity to build and sustain coordinated systems of health and related services for families with young children to ensure all children have the services and supports they need to build a strong foundation for lifelong health and well-being.

ECCS focuses on the P-3 period because of the many important foundational skills and important health and developmental milestones that occur during those years, and because experiencing stress and adversity during that time without sufficient supports can have long-term consequences. Our goal is to leverage the health system as a critical partner and connection point in the broader early childhood system, which includes mental health, early care and education, child welfare, and other human services and family support partners.

Key Goals

  1. Increase state-level infrastructure and capacity
  2. Increase coordination and alignment
  3. Increase the capacity of health systems to connect families to services
  4. Identify policy and financing strategies for sustainability
  5. Improve equity and access for underserved Pn3 populations
